Offutt Air Force Base - Jets Ahead in Energy Savings
 |
Offutt Air Force Base is a success story of performance contracting. Offutt cut its annual energy costs by more than $1 million on a $8.39 million upgrade with a 10-year performance contract without any up-front investment.
Offutt Air Force Base in Bellevue, Neb., covers more than 4,000 acres and has 10 million square feet. Performance contracting helped the base achieve its goals of reducing its energy use by 35 percent by 2010 to comply with an executive order.

Performance contracting is appealing to Offutt personnel because the base spends more than $7 million annually on electricity, gas, water and sewer expense. The substantial savings from these projects help Offutt pay for the costs of the improvements. OPPD arranges financing for the project, then bills Offutt monthly over a 10-year period for each contract.
Equipment upgrades in multiple buildings include:
- Direct-Digital Controls
- Variable-Speed Drivers
- Air Handlers
- Boilers and Chillers
- Geothermal Heat Pumps
- Steam Traps
- Well-Based Irrigation Systems
- Water-Circulation Pumps
- CO2 Ventilation Control
- Insulation
- Lighting
