Who Qualifies for a Primary Service Discount?
The primary service discount is available to consumers taking service from the District's system at a standard available voltage above 11,000 volts or 4,000 volts if there is only one transformation involved from a District transmission voltage (above 60,000 volts) to the service voltage except customers taking service under rate schedules 245 and 250.
Why does OPPD provide this discount?
OPPD's standard rate design includes distribution system costs to the secondary service level. Primary service customers receive power directly from OPPD's transmission system. Therefore, they do not contribute to the District's secondary distribution costs. This rider passes the cost savings to these customers.
For delivery voltage from 4,000 to 60,000 volts, the Monthly Bill is reduced by 3 percent.
For delivery voltage at 60,000 volts or above, the Monthly Bill is reduced by 5 percent.
