News Releases : OPPD board names new vice president and CFO

At their monthly meeting today, the Omaha Public Power District Board of Directors approved the appointment of Javier Fernandez as the district’s new vice president and chief financial officer.

Fernandez comes to OPPD from Bonneville Power Administration (BPA), U.S. Department of Energy, in Portland, Oregon. He has been with the federal power marketing organization since 2012, most recently serving as executive vice president and chief financial officer. He previously served as senior vice president of Fixed Income Capital Markets for D.A. Davidson & Company and vice president of Public Finance for Seattle-Northwest Securities Corporation. He holds a bachelor’s degree in Economics, a master’s degree in Business Administration from Yale University and a Utility Management Certificate from Willamette University.

OPPD President & CEO Tim Burke recommended Fernandez for his strong operational and leadership experience, as well as his record of being an engaging leader, among other skills. He has also been responsible for process improvement and talent development.

In his work with BPA, Fernandez has provided executive leadership in the formulation and implementation of company-wide policy and standards in the areas of accounting and financial operations, capital management, financial planning and analysis, budgeting and revenue requirements, risk management and debt management.

The board approved his appointment, with an annual salary of $320,000. He will start in mid-June.

At today’s monthly board meeting, directors also accepted the monitoring report for Board Policy: Strategic Directive-2, relating to competitive rates. The board evaluates all monitoring reports on an ongoing basis. Acceptance means they find the district to be sufficiently in compliance with the goals previously set forth for the utility. 

In other action, directors:

  • Awarded a contract to Transamerica Power Products in the amount of $4,404,423 for the purchase of steel transmission structures for the Elkhorn River Valley Transmission Project.
  • Awarded a contract to Hyundai Power Transformers USA in the amount of $4,094,518 for the purchase of 345kV and 161kV autotransformers for two substation projects.

Next month’s board committee meetings will be held starting at 10 a.m., June 15. The monthly board meeting will be held the same day at 4 p.m. The meetings will take place at Energy Plaza, 444 S. 16th St., Omaha. 

In addition, the meetings will continue to be streamed live at, as part of the district’s ongoing efforts to remain transparent, as well as making its public meetings more accessible and convenient for customer-owners.
