Joni joined OPPD in April 2026 as vice president of Human Capital, bringing more than 30 years of experience in human resources leadership, organizational transformation and technology-driven business operations.
Wheeler came to OPPD from Blue Cross Blue Shield of Nebraska, where she most recently served as Executive Vice President of Strategic Talent and Enterprise Shared Services. During her tenure, she led major organizational, cultural and technology initiatives, overseeing enterprise functions including Human Resources, Information Services, Strategic Platforms, Legal and Compliance, Government Affairs, and Portfolio Governance.
Previously, she served as President and CEO of CoreLink Administrative Solutions and held multiple vice president roles during her nearly two decades at First Data Corporation. Early in her career, she held leadership roles at West Corporation supporting national clients and high-impact technology programs.
Wheeler has completed multiple leadership development programs and holds Scrum Certification. She also maintains a long-standing commitment to community service, including decades of involvement with United Way and service on several nonprofit boards. She currently serves as vice-chair of the Boys Town National Board of Trustees.
