Pete Fischer joined OPPD in May 2026 as the utility’s first in‑house vice president and general counsel. He brings extensive experience in utility operations, corporate governance, and enterprise risk management.
Fischer came to OPPD from Black Hills Energy, where he served as associate general counsel. His background spans regulatory oversight, compliance strategy, and advising complex organizations through periods of operational and strategic change.
He holds both a Juris Doctor and a Master of Business Administration from the University of South Dakota. Fischer is an active member of the Association of Corporate Counsel, the American Bar Association, and the state bars of South Dakota and Nebraska.
