The New Home Construction Builder Rebate program helps builders integrate high-efficiency, above-code equipment and materials into new single-family homes — reducing costs, increasing energy efficiency and enhancing marketability.

Chart of rebates available. HVAC central air conditioners SEER2 15.2+ are $1,000 rebates, 2 rebates per home and $2,000 max rebate per home. Heat pumps SEER2 15.2+ are $1,000 rebates, 2 rebates per home and $2,000 max rebate per home. Attic insulation R-60+ are $0.25 per square foot up to $250, 1 rebate per home, $250 max rebate per home. Smart thermostats are $25 per unit, 3 rebates per home and $75 max rebate per home. Windows =/< U-25 are $50 per window, 10 rebates per home and $500 max rebate per home.

To Qualify

  • Builder Participation Only
    This program is exclusively for residential builders. Homeowners are not eligible to apply directly.

  • Active OPPD Business Account
    Participants must have an active OPPD business account in good standing.

  • Installation Date Requirement
    Only equipment or materials installed on or after March 15, 2026, qualify for rebates.

  • Service Area
    The new home must be located within the OPPD service area.

How to Get Started

  • Upgrade
    Install qualifying energy-efficient equipment and materials.

  • Submit
    Fill out the required application (located on the Trade Ally Hub) and provide documentation for rebate approval.

  • Save
    Receive rebates and increase the value of your builds.
